One thing to know about the CVS smile rule
CVS's page says you can't smile. The State Department's rule is softer: a neutral face or a natural smile, both eyes open and the mouth closed. A closed-mouth smile is fine for a US passport; for a US visa or the DV lottery, keep a neutral face.
CVS is also the only chain here that publishes what happens after a failed photo: bring the photo and your receipt back to any CVS Pharmacy. Keep the receipt with your application papers.

No. Go to a CVS Pharmacy with a Photo Center and ask at the counter.
Does CVS take passport photos inside Target?
Target's pharmacy counters are CVS Pharmacy, but target.com doesn't mention photo service. Call that store first.
Can a baby's eyes be closed in a CVS passport photo?
For an infant, yes: CVS says an infant's eyes don't have to be fully open, which matches the State Department. Older children need open eyes.
